Spotyslvania Planners caught off guard by article in Freelance Star - "New interchange clears hurdle" on May 3rd, 2011
Below is an e-mail thread showing initial Spotys County Reaction and follow on Spotys Memo from Spotsy Planning Director to Spoty Planning Chairman which does a nice job of summing up current situation.
Notes - the four bullets in Ms. Wanda Parish's Memorandum below are being funded at $14 Million dollars. These funds vet through the Fredericksburg Area Metropolitan Planning Organization (FAMPO). FAMPO falls under the George Washington Regional Commission which is Federally recognized. FAMPO has 11 voting members which include 2 from the Spotsy BOS - Jerry Logan was voting member of FAMPO and still is as a Spotsy Representative.
In my interview with Mr. Lloyd Robinson on the 30th of August, these 4 items will be done concurrently. (Meaning a lot of money is going to be spent, at least I consider 14 million dollars a lot). Of particular interest to me is the 3rd bullet - "toll road analysis" which is a financial analysis to determine if the price charged to ride toll road will support the volume needed to make this financially sucessful. What if the analysis doen't make it feasable? Shouldn't this analysis be done first instead of concurrently?
